Is there an official cat registry?

No. There is no government or national ESA registry for cats, and no certificate, ID card, or database entry carries legal weight. Sites charging for "registration" are selling decoration.

What a landlord can actually act on is a letter signed by a licensed mental health professional. Any cat qualifies — no training, no breed restriction.

Housing rights for an ESA cat

The Fair Housing Act requires housing providers to reasonably accommodate a documented emotional support cat, even in no-pet buildings, and generally without pet rent or pet deposits.
